D3D11 video decoder might have size limits

Issue description

I have seen SubmitDecoderBuffers fail with 0x887601E0 which is DDERR_TOOBIGSIZE.
From searching, it looks like it means
"The size requested by DirectDraw is too large. However, the individual height and width are valid sizes."

I saw this while playing the sintel video here:

Somehow, when I let the player adapt to 4K it triggers this error but not when I'm manually changing resolutions to 4K.

(I got this with a hacked build where I was running this on D3D11.0 not 11.1 so this problem might not exist on 11.1)
