Change to voiceover mode 
Have a New Tab 
Have a New Incognito Tab

Steps to reproduce:
  1. Launch Google Chrome
  2. Change Device mode to landscape
  3. Tap on Other Devices icon
  4. Change Back to Portrait mode
  5. Tap on Incognito icon

Observed results: Location of incognito tab is off when in Voiceover mode 

Expected results: Incognito tab’s location should be correctly when in Voiceover mode
