Regression:Bookmark favicon is seen white in incognito window.

Issue description

Chrome version:69.0.3480.0 (Official Build) 3c4342c43a5e8e33042613038d4777cc1c9349af-refs/branch-heads/3480@{#1} (32/64) bit

OS :Win(7,8,8.1,10)OS

Steps to reproduce:
1. Launch chrome ,go to 'chrome://extensions/' and bookmark the page.
2. Enable 'Show bookmark bar' from wrench menu and open incognito window.
3.Observe.

Actual Result: Bookmark favicon is seen white in incognito window.
Expected Result: Bookmark favicon should be seen blue in color in incognito window

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3472.0
Bad Build : 69.0.3473.0 

Unable to provide bisect using per-revision script,hence re-bisected with old script:

1.Pardon me if it is an intended change.
2.The above issue is not seen on Linux (14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) OS.

"Mass UI Triage" update :
Rechecked the above issue on Windows(7,8,8.1,10) using latest Canary build : 72.0.3609.3 and the issue is still reproducible.

@wychen: Could you please take a look in to this issue.
