Improve OmahaProxy for V8 devs

There are several steps that a V8 stability sheriff has to do regularly and are more time consuming than necessary:

- v8 commit hash is not shown
- v8 version number link is not working when trailing 0 is present
- change log links are not shown for v8 revisions

nope, this is about mapping chrome version numbers to v8 version numbers.
