[Proj-MdRefresh]: Blue line is seen on omnibox when theme is installed

Issue description

Chrome Version: 69.0.3480.0
OS: Windwos 10, Mac 10.13.3, Linux

What steps will reproduce the problem?
(1) Add https://chrome.google.com/webstore/detail/blue-rose/bkofacaddcdfbpmghnlpdgdeienflcoh theme and observe toolbar region

Expected: No line should be seen on buttons on toolbar region.
Actual: Instead unwanted blue line is seen overlapped on buttons.

NOTE: This issue is not seen on setting #top-chrome-md flag to normal.

Deep theme work still needs to be done. This may be an artifact of the theme images due to changes in the UI metrics.
Status: WontFix (was: Available)
The theme image has a blue line in it; that line is visible in the non-refresh screenshot.  The tab area in refresh is taller, so the line hits in a different place in the toolbar.  The various ways we could try to behave differently there (e.g. paint the background lower and tile/mirror in the top part of the tab) would in turn break themes that expect the background to align to tab tops (as this one does; there's a highlight line across the top of tabs that would look really bad in the middle of a tab).
