What steps will reproduce the problem?
(1)Launch chrome, Open chrome://settings/display
(2)Enable the toggle button of Night Light section and observe the Slider knob of color temperature

Actual:Slider knob of Color temperature is seen very small 
Expected: Slider knob should appear clear with visible size

This is a Regression issue as same is working fine in 69.0.3464.0/10800.0.0 dev 

Note: Issue is not applicable to Linux,Windows OS
