OS: Mac Touch Bar(10.13.6).
              
Steps to reproduce:
1. Launch chrome, navigate to chrome://extensions.
2. Click on Developer Mode Toggle button and resize the browser to extreme LHS.
3. Click on Update button and quickly scroll down and then scroll horizontally using Touch-Pad.
4. Observe.

Actual Result:  Horizontal scroll-bar is seen misplaced i.e. above toast message.
Expected Result: Scroll-Bar should not be misplaced from its position

This is a regression issue, broken in 'M-69', and below is the bisect provided using per-revision script.
Good Build:69.0.3457.0 (Revision: 566679)
Bad Build: 69.0.3460.0 (Revision: 567312)

You are probably looking for a change made after 567156 (known good), but no later than 567157 (first known bad).

Note: Issue is Mac specific and is not reproducible on Mac(10.12.6,10,13,1,10.14), Windows(7,8,8.1,10) and Linux(14.04 LTS).
