Regression: Header is missing for any window in overview mode

Chrome Version:  69.0.3479.0/10840.0.0  dev channel  Candy, Reks, Blaze & Peppy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Open any window and click on overview mode>> obserev no header

Actual: Header is not seen for any window in overview mode
Expected: Header should be seen in overview mode

This is a Regression issue as same is working fine in 69.0.3476.0/10832.0 dev

This was introduced by the ui animation refactor work. Updated the component and start to work out a solution.
