Opening and closing a tab should send the user back to the previous tab

What steps will reproduce the problem?
(1) Open 2 tabs
(2) Have the first tab active
(3) Open a new tab using tools menu -> Open New Tab
(4) Close the tab using pull to refresh

What is the expected result?
The first tab should become the active tab once again

What happens instead?
The second tab is activated.

This should avoid creating  issue 859508  again.
