What steps will reproduce the problem?
(1)Sign into user >> Open files app >>keep it in overview mode and reset it to normal mode
(2)Now try to close the window and observe unable to close

Actual: Unable to close the Files app window when it is reset to normal mode from overview mode
Expected: Should be able to close the Files app window when it is reset to normal mode from overview mode

This is a Regression issue as same is working fine in 69.0.3476.0/10832.0.0 dev 

Note: Issue is also seen for Camera app
