Regression: Context menu is not seen in overview mode and in normal mode after returning from overview mode

Issue description

Chrome Version:  69.0.3479.0/10840.0.0  dev channel  Candy, Reks, Blaze & Peppy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Open any window(Eg: Google chrome)>> keep clicking overview button continuously and right click for context menu and observe(Refer video)

Actual: Context menu is not seen when in overview mode and also in normal mode when returned from overview mode
Expected: Context menu should be seen when in overview mode and also in normal mode when returned from overview mode

This is a Regression issue as same is working fine in 69.0.3476.0/10832.0 dev
