What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings/content/zoomLevels page.
2. Zoom in the current page to generate site entry on a page.
3. Now press 'Tab' key to bring focus on 'X' icon (remove zoom level) and observe the icon.   

Actual Result : 'X' (remove zoom level) icon moves from it's position when focus comes on it.

Expected Result : 'X' (remove zoom level) icon should stay at it's position even when focus comes on it.

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3469.3 (Revision : 569383)
Bad Build : 69.0.3472.0 (Revision : 569948)

You are probably looking for a change made after 569420 (known good), but no later than 569421 (first known bad).
