Link Context Menu is shown on dragging Text selection handle near some Images

Steps to reproduce the problem:
1. Goto m.entertain.naver.com
2. Open any article which has Images
3. Long press text area to perform selection below some image in page.
4. Drag the handle near the Image as shown in video attached.
5. On releasing handle, Link Context menu is shown

What is the expected behavior?
Link Context Menu should not be shown on handle drag.
It should be shown only after Long press on link in Android mobile chrome.

What went wrong?

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launch Chrome.
2. Navigate to m.entertain.naver.com
2. Open any article which has Images
3. Long press text area to perform selection below some image in page.
4. Drag the handle near the Image and Observed that on releasing handle, Link Context menu is shown.


Chrome versions tested:
67.0.3396.87(Stable), 69.0.3486.0(Latest canary)

OS:
Android 8.1.0,9.0

Android Devices:
Pixel 2, Pixel 

Using the per-revision bisect providing the bisect results,
Good Build - 61.0.3117.0
Bad Build - 61.0.3118.0

You are looking for a change made after 476354(GOOD), but before 476355(BAD).
