What steps will reproduce the problem?
(1) Change display settings to >100 
(2) Install any dark theme (say https://chrome.google.com/webstore/detail/lamborghini-cherry/dkkklbgbfaeockpgbkleblklmcjdbnbj)
(3) Observe 1px spacing/gap between Omnibox and Tabstrip 

Expected: No spacing should be seen between Omnibox and Tabstrip.
Actual: Unwanted line is seen between.

NOTE: 
1. This issue is not seen when scale is 100% or Normal.
2. Issue is not seen in M-67 stable
3. Issue is not seen when #top-chrome-md flag is set to Normal
4. Issue is not clearly seen with default theme.
5. Issue is not seen in Debian Rodete
6. Issue is seen in latest M-68 beta and M-69 dev.
