Steps to reproduce:
1. Launch chrome and go to 'chrome://settings/importData'.
2. Observe text on ''Browser select' drop down on overlay.

Actual Result: Text on 'Browser select' drop down on 'Import bookmarks and settings' overlay is seen faint.
Expected Result: Text on 'Browser select' drop down on 'Import bookmarks and settings' overlay should not be seen faint.

This is a regression issue broken in ‘M-69’ and will below is bisect info.
Good build: 69.0.3466.0
Bad build: 69.0.3468.0

You are probably looking for a change made after 568957 (known good), but no later than 568965 (first known bad).
