Unable to download PDF when there are multiple accounts

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Disable chrome://settings/content/pdfDocuments Download PDF files instead of automatically opening them in Chrome 2. Try downloading PDF for multiple bank accounts What is the expected behavior? What went wrong? PDF download for first account occurs successfully but failed for second account. We are capturing download events with chrome.downloads API with chrome extension. Did this work before? Yes Tested on chrome version 43 and 51 download works Chrome version: 67.0.3396.99 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

Can you clarify what step 2 is exactly? Is there any way of reproducing this bug without having bank accounts at a particular bank?

Yes, this can be reproduced without bank accounts. There are few sites in which after a PDF is download it opens a new untitled google chrome window which is not closing by window.close. The browser becomes inactive in this case.
