Can't Zoom with Touch Display on Google Docs

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10575.58.0 (Official Build) stable-channel caroline

Steps to reproduce the problem:
1. Open a Google Doc
2. On touch display, use pinch zoom gesture to zoom in or out
3. *doesn't do it on my Samsung Chromebook plus

What is the expected behavior?
Screen should zoom in using two-finger pinch in/out on touchscreen. 
It DOES work when I use the touchpad or keyboard shortcuts, just not on touch display; however, the pinch/zoom on the touchscreen works on EVERY OTHER PAGE. 

What went wrong?
doesn't zoom with touch display pinch gesture ONLY on Google Drive files (works in Google Drive though)

Confirmed that I can't zoom on a Google Doc with touch display on a Pixel 1 with 67.0.3396.99.  This isn't a site isolation issue, as I still get the bug with --disable-site-isolation-trials.  It might be useful to bisect this given that the reporter claims that it used to work.  wjmaclean@ - any ideas on what might've changed here, or who would be good to triage further?

I'd be curious to know what version is last known to work with.

That being said, I could certainly imagine Docs installing a touch handler to prevent pinch zoom, so we should make sure that's not happening first.

mcnee@ - Could you give it a try and see if you can repro it, and determine if there are handlers blocking pinch?
Status: WontFix (was: Unconfirmed)
The docs editor has 'touch-action: pan-x pan-y;', so this would be the intended behaviour for google docs.
