cheets_StartContainer.stress regularly failing on chromeos2-row8-rack8-host14

In Issue 858902 we found cheets_StartContainer.stress is regularly failing on chromeos2-row8-rack8-host14. Somewhat heavy operation in arc-setup which usually finishes in several seconds takes more than 20 seconds on this particular DUT, causing ARC startup process to timeout.

I've already locked the DUT from AFE:

akeshet@, could you route this bug to appropriate person who can take a look at DUT?

If not, I need further context on what needs to be inspected. Perhaps a wizpig product owner can take a look.

This DUT's CPU seems slower than any other wizpig DUTs, causing cheets_StartAndroid test to time out.

I'd like it to be manually inspected for performance.
