Main Chrome Menu won't open and select boxes won't open.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Run window manager with MouseFocus (I use vtwm, tested with ctwm)
2. Move mouse to another window.
3. Move mouse focus back to chrome.
4. ALT_f no longer opens chrome menu.  Clicking hamburger in upper right no longer opens chrome menu.  Clicking select boxes (e.g. https://www.w3schools.com/tags/tag_select.asp ) will animate the box, but doesn't bring up a window to choose an option.

What is the expected behavior?
Whenever chrome has focus ALT_f should open the chrome menu.  Select boxes shouldn't stop working.

What went wrong?
Before I upgraded to debian Jessie recently I was running google-chrome-stable 49.0.2623.110-1 (lastest I could find that would work under debian wheezy).  While this had the mouse focus bug that I needed to click the window before chrome realized it had focus, this is different and worse.  This isn't a regression of 388924 .  When moving the mouse to another window and back the keyboard works.  The chrome menu, and select boxes do not.

Did this work before? Yes 49.0.2623.110-1

Chrome version: 67.0.3396.99  Channel: stable
OS Version: debian 8
Flash Version: 

Under my current account, 90%+ of the time that this occurs, I can ctrl_t to get to the new tab page.  Then hold ctrl key while left clicking one of the 8 frequent pages, and immediately after (I don't even need to follow/open the new page opened in the background) ALT_f will raise the chrome menu and select boxes work again.

I've tested working with metacity which uses click to focus and cannot get the bad behavior to occur.

However, I created a new test account to ensure my plugins weren't an issue, and with this new account while I can get the bad behavior to occur, I can't use the trick of ctrl_left_click'ing a link to get the behaviour to temporarily subside.

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 using Ubuntu 14.04 with steps mentioned below:
1) Launched chrome reported version and focused mouse on chrome window
2) Moved mouse to another window and moved the mouse back to chrome window
3) Used Alt+F, chrome menu got opened, clicked on three dot menu at right top, chrome menu opened
4) Navigated to URL: https://www.w3schools.com/tags/tag_select.asp(provided in comment#0), able to select fields in drop-down.

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it and let us know if this issue is specific to Debian 8.
