More details before I forget.

The browser test tests that submitted frames used the expected pose.  In one case we didn't have a pose when a frame was submitted.  There are situations where we expect null frame data - runtimes not yet started, etc.  However, this was an unexpected case.

test_webxr_poses.html does call out the issue in a todo.
