CrOS FR: Force downloads to a specific folder in Google drive

Issue description

Summary:

Adjust the User settings 'Download Location' -> 'Force Google drive' to allow specifying Download Location to "Force Google Drive" (DownloadDirectory = ${google_drive}/) while allowing managed users to choose folders in Drive.

It should work exactly the same as the current 'Force Google drive' functionality, but all the downloads come in a clean and fresh download folder (which will be created if it doesn't exist). 
This will give users a simpler way to find their files without interference of the Downloaded files


Use case / Motivation:

For security reasons customer want as little data as possible on their Chromebooks. Since users mostly make exports of client data, they are enforcing all downloads to Google drive. Users however are complaining because of the stack of files in their drive's root folder which makes everything a clutter. 
Allowing for this feature would clean things up.

Existing workarounds:

Manually move all the files to a different folder after download

Could they just set (DownloadDirectory = ${google_drive}/ChromeOS_Downloads)? I believe that should work.

Could you please clarify how it can be set?

I agree that this would be a nice feature to have for education, as I've come across several staff members who like to more organized with their digital materials, don't prefer the have all their downloads drops at the root of the Drive.

This can be done already but it's not super user-friendly. On the Chromebook > Settings > Downloads > Change > select a folder in Google Drive > open.


I'd suggest that the force google drive settings should create a folder in Drive called downloads.
