So what's happening here is that the video is 2.7M and 16 seconds long and we give it 60 seconds to play. During those 16 seconds we spend a ton of time rebuffering and only make it about 3 seconds into the video. Weird thing is that this same code worked when I checked it in. Not sure what changed. Two possible fixes: 1. Shorten or reduce bitrate of the video so that we can actually play it. Unfortunately there aren't any smaller videos checked in right now. 2. Just use a faster constrained network setting (CNS). When I switched to WIFI instead of 3G network setting, it seemed to work fine locally. I plan to do 2 so that this works. Later videostackers can add new content that works on more constrained networks, since I'm mostly doing this from the perspective of a Telemetry owner now that I have switched off the VideoStack team.

The following revision refers to this bug: https://chromium.googlesource.com/chromium/src.git/+/52436ad723ff195673484809dc7a7bc82b3f538e commit 52436ad723ff195673484809dc7a7bc82b3f538e Author: Caleb Rouleau <crouleau@chromium.org> Date: Sat Nov 17 00:56:24 2018 [media telemetry] Use WIFI CNS instead of 3G CNS to fix timeout issue. This also shortens test length, which is always nice.
