(Accessibility) Allow Voiceover user to close individual open tabs in tab switcher |

Issue descriptionIn the new tab switcher interface, when I have the Voiceover feature on, I can't close individual tabs as far as I can tell. When the user swipes side to side to list of the elements on the page, Voiceover should read off the close buttons for each tab after listing each tab, and mentioning the fact that it's a button and clarifying the title of the tab it's offering to close. Ex voiceover reading as I scroll through open tabs in tab switcher: -New York Times, button -Close, New York Times, button -Dogfoody Chrome, button -Close, Dogfoody Chrome, button This should apply to incognito tab switcher too.

Tab grid uses accessibility custom actions, which is the same way that safari does voiceover actions. To close an individual tab in tab grid: 1) tap on the cell. It reads the title, then reads "Actions available". 2) swipe up or down. It reads "Close Tab".
