(Accessibility) Make sure flicker as user scrolls through fullscreen mode doesn't create accessibility issues

Issue description

lpalmaro pointed out that when the user scrolls up and down in fullscreen mode, the flicker of the background colors in the background, when the flicker shows up behind text like the location bar title, it could cause contrast issues for users who are visually impaired.

I'm not sure how strong those colors get; it depends on the background color of the webpage. Can you try this out and make sure it still meets the minimum contrast ratio needed for text?

If it doesn't look like the background colors can cause much of an issue given their muted palette, we can close out this bug.

IMO, this should not be a P1 since this doesn't affect the content area. 
P1 are bugs which we would not launch if they are not fixed.

We aren't doing anything different from any other iOS app that uses a stock UIToolbar/NavigationBar so this should be fine (in fact we are using less transparency than those default bars). Also, there is global a11y setting that will turn off the transparency in the bars: Settings > General > Accessibility > Increase Contrast > Reduce Transparency
