"org.chromium.chrome.browser.sync.SyncCustomizationFragmentTest#testDefaultControlStatesWithSyncOffThenOn" is flaky.

My recent CL hasn't changed the behavior of SyncCustomizationFragment & these tests were flaky before my CL.
