What steps will reproduce the problem?
I log in to gerrit under my chromium account (mxnguyen@chromium.org), this change list (https://chromium-review.googlesource.com/1097337) needs my approval on chrome/browser/extensions/updater/... as I'm one of the owners. However, I can't really approve the change list when clicking on "REPLY", the following messages appear:

Code-Review You don't have permission to edit this label.
Commit-Queue You don't have permission to edit this label.


What is the expected output?
The ability to +1 on changes on the folders I own.
