77.9% regression in webrtc_perf_tests at 23779:23779

VP9 SVC bitrate increased from ~400kbps to ~650kbps at Chromium roll containing libvpx changes.

marpan@, is this an expected consequence of the libvpx changes in https://chromium.googlesource.com/webm/libvpx.git/+log/8648a64c83..583859d739

Added a bunch of other VP9 SVC alerts for the same Chromium roll.

Status: WontFix (was: Assigned)
Marking as won't fix. Bitrate increased but dropped frames also decreased for that V9-SVC test on nexus4, so expected.
