Attempting to connect to guess wifi and chrome won't load captive portal on android devices

Steps to reproduce the problem:
1. Connect to guest wifi 
2. Attempt to sign in
3. Chrome browser won't load captive portal. 

What is the expected behavior?
I expect chrome to load the captive portal that firefox and my Samsung browser can open. 

What went wrong?
Unknown

Did this work before? Yes Unknown

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 8.0.0
