NetworkService: Figure out what to do about back/forward navigation histograms.

Issue description

content/browser/loader/ has a number of back/forward related navigation histograms that we'll lose when the network service is enabled.  We should figure out if we can just remove the histograms, or if we still need them.  If the latter is the case, we'll need to figure out how to hook them up when the NetworkService is enabled.

The histograms are:
Navigation.BackForward.CacheFlags
Navigation.BackForward.WasCached

I don't believe that hooking up these histograms should block experimenting with the network service on Windows Canary.
 
Do we know if folks still use those? We used them initially to investigate the back/forward navigation regressions, but not sure if they are as useful at this time. Maybe the "WasCached" one is useful, but the Flags one might not be.
As one data point, I see no removal bugs suggesting the histograms be removed due to misuse, though I wouldn't rate that a strong signal.  If we want to keep this histogram, I think we can just move these into navigation_url_loader_impl.h without too much friction.
