Refresh: Omnibox suggestions appear on focus, not keystroke

What steps will reproduce the problem?
(1)airbnbb.com
(2)focus omnibox
(3)see the suggestions open

What is the expected result?
The focused omnibox should just paint a focus ring around the box, not open the suggestions

@jdonnelly, I think this might be related to 859543 - bug in both could be the auto-opening?

Omnibox suggestions are supposed to appear on focus, sometimes.  This is zero suggest.

Probably WontFix.

As mpearson mentions, this is generally working as intended. Suggestions are supposed to appear on focus on pages where contextually related suggestions are available.

However, the zero suggest case exacerbates the issue of the moving text on suggestions appearing (https://crbug.com/853355). I'll discuss with bklmn today.
