Issue 85954: Different name, same street address, profiles are not merged

Issue description

Chrome Version       : 13.0.782.20 (Official Build 88803)


What steps will reproduce the problem?
1.  open "chrome://settings/autofill"
2.  click on "Add new street address..." to create a profile
3.  enter the following data and click OK button
Full name : James, Address line1 : 1600 Amphitheatre Parkway, city :Mountain View,  State: CA, Zip : 94043, Country: United States
4.  do Step2 and Step3 with the following data
Full name : Linda, Address line1 : 1600 Amphitheatre Parkway, city :Mountain View,  State: CA, Zip : 94043, Country: United States   

What is the expected result?
The profiles should be merged.

What happens instead?
2 profiles are created 

Please provide any additional information below. Attach a screenshot if
possible.
The profiles are merged in Chrome 12.0.742.91(Official build 87961)

Status: WontFix
This is by-design.  This allows the user to set up their profiles as they wish.  If we were to aggregate these two addresses from form submissions we would merge them as you describe, but that is a different case.
