Clear Browsing Data dialog has grey text color

Chrome Version: 69.0.3472.3 (dev)
OS: Linux

What steps will reproduce the problem?
(1) visit chrome://settings/clearBrowserData

What is the expected result?
The major text should be easily readable.

What happens instead?
All text is in a light grey. 

See attached screenshot, Chrome 67 on the left side, 69 on the right.

I tried current master and the checkbox text seems to be fixed there. Time range selector is still less readable than before
