blink_perf.bindings failing on Win 7 Perf and Win 10 Perf bots

It seems like the Win 7 [1] and Win 10 [2] perf bots have been failing for a very long time.

We're without perf data for our v8.browsing_stories for a while now.

According to the bot's status page [2] the crashers started around the following CLs:

RunTestError: There are no bots available to run the test.
