Scrollbar and clipping glitches when DevTools console has been very zoomed out

On Chromium 67.0.3396.87 (Developer Build) built on Debian buster/sid, running on Debian buster/sid (64-bit):

1. Open the DevTools console view.
2. Enter one or more lines of text without executing them.
3. Zoom out as far as possible, or close to it.
*4. [ISSUE 1] Observe pointless vertical and horizontal scrollbars around the text area.
5. Zoom in, more if you can't see  issue 2 .
*6. [ ISSUE 2 ] Characters and even lines of text can be cut off at the bottom.

The ISSUE thing isn't supposed to be crossed out, but was interpreted as markup I don't know about.
