Since Chrome 67 chrome.tabs.captureVisibleTab doesn't work for non-web pages

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Create an extension with 'tabs' permission and content_scripts: matches: ["<all_urls>" ], match_about_blank: true 2. Run chrome.tabs.captureVisibleTab for about:blank, about:extensions and the new-tab page What is the expected behavior? Screenshot is captured for all the listed pages (as it was for versions of Chrome up till 66) What went wrong? Different errors for different pages: * about:blank - Cannot access contents of url "about:blank". Extension manifest must request permission to access this host. * about:extensions - The 'activeTab' permission is not in effect because this extension has not been in invoked. * new-tab page - there is no error but nothing is returned either Did this work before?
