Omnibox closing when using directional arrows

Issue description

Chrome Version: 68.0.3440.40
Chrome OS Version: 10718.34.0
Chrome OS Platform: Samsung Chromebokk Plus
Network info: N/A

Steps To Reproduce:
(1) Type address or search into Omnibox/Address Bar
(2) Press any directional arrow on keyboard
(3) 

Expected Result: Up & Down Arrow - Cycle through suggested options, Left & Right Arrow -  Move cursor left or right through text in omnibox.

Actual Result: Closes list of options and deselects text in the box.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?) Always when done as above.

What is the impact to the user, and is there a workaround? If so, what is
it? 

It breaks up workflow when using a central piece of user interface that the vast majority of users are likely to use, whilst not insurmountable as user can select with mouse instead, it is likely to cause a great deal of frustration. Can also be worked around by holding Shift or Control keys, when doing this expected behaviour happens taking into account how these keys are meant to modify the core behaviour, but this wouldn't be obvious to most users.

CrOS folks, I couldn't reproduce on Windows (67.0.3396.99 or 69.0.3480.0, notably not 68) or Linux 68, so it might be OS-specific. 

Looked through crbug a bit and saw similar bugs being duped into  crbug.com/846639  which seems to be related and has a fix as of Chrome 69.0.3474.0. Please note that while the initial report looks to be a subset, Comment 40 of that bug does mention it's all arrows keys, so I'm merging this into that (fixed) bug.
