What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now scroll down and select 'Add other WiFi network' option -> 'Join Wi-Fi network' overlay is seen -> close it
(3)Now grey focus is at 'Add other WiFi network' option -> scroll down and up -> observe scrollbar is misplaced
(Please refer Video and Screenshot)

Expected: Scrollbar should not be misplaced after scrolling down and up when grey focus is at 'Add other WiFi network' option
Actual: Instead scrollbar is seen  misplaced

This is Regression issue as same is working fine in M-68
