Regression: Unable to open Settings overlay when clicked on Date from ubertray when 2 users accounts are present

Issue description

Chrome Version:  69.0.3476.0/10832.0 dev-channel Daisy,Kip and Reks
OS:Chrome OS

Pre-condition: Have 2 user accounts

What steps will reproduce the problem?
(1)Sign in to any user>> Click on ubertray and then on date>> Observe

Actual: Settings overlay is not getting opened
Expected: Settings overlay should pop-up 

This is a Regression issue as same is working fine in  69.0.3457.0/10784.0.0 dev

Note : Issue is not seen in Linux,Windows OS
       Unable to open settings overlay in both accounts
