Regression : Full-screen toast message is seen slightly blur.

Issue description

Chrome Version : 69.0.3479.0 (Official Build) 4bd5a86d51d03f2c430547762c7a25a1a7946720-refs/branch-heads/3479@{#1} 32/64 bit
OS : Windows (7, 8, 8.1, 10)

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit 'F11' key to enter into full-screen mode.
2. Observe the full-screen toast message. 

Actual Result : Full-screen toast message is seen slightly blur.

Expected Result : Full-screen toast message should be seen clearly.

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3476.0 (Revision : 571361)
Bad Build : 69.0.3477.0 (Revision : 571738)

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

You are probably looking for a change made after 571652 (known good), but no later than 571673 (first known bad).

The suspected change is not the cause.

Rechecked the above issue on Windows (7, 8, 8.1, 10) using latest Canary build : 72.0.3610.0 and the issue is not reproducible.If this bug still reproduces for you, please reopen or file a new issue. Thanks!
