Steps to reproduce:
1. Launch chrome and open NTP.
2. Now save page by pressing  'ctrl+s' and mouse hover on 'more options' of downloaded file on download shelf.
3. Observe.

Actual Result: Mouse hover effect for downloaded files on download shelf  is seen faint. 
Expected Result: Mouse hover effect for downloaded files on download shelf should not be seen faint.

This is a regression issue broken in ‘M-69’ and below is bisect info
Good build: 69.0.3472.0 
Bad build: 69.0.3473.0 

You are probably looking for a change made after 570216 (known good), but no later than 570235 (first known bad).
