Position fixed on bottom issue on android

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. I know this is an issue but I don't have a specific scenario to reproduce the problem.

What is the expected behavior?
The element with "position: fixed; bottom: 0;" to stay at bottom 0;

What went wrong?
If it helps, we are using angular, and in pages where the height is bigger than device height (pages have a scroll bar) when switching through pages SOMETIMES it moves our tabbed nav even though it is "position: fixed; bottom: 0;".

It is also really weird that it renders the elements correctly, just when tapping on the element you can observe the issue.

I know that I didn't completed the form correctly but I really can't say specific steps to reproduce the bug, which for I am really sorry.

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0

I already tried to make the page non-user-scalable from meta tags, adding "transform: translateZ(0); to the nav/footer element will make the tabbed-nav not visible on pages that have scroll bar, and so on.

Any help is more than welcomed.

OS is Android 8.0.0 and Chrome version 66.0.3359.158 but other of our users use different versions of Android / Chrome and report the same problem.
I've just noticed that it moves the element when I scroll down and the address bar disappears.

@Reporter: Could you please share a sample test file/URL or better triaging this. Also confirm that issue is specific to Android/windows.

Steps:

1) https://novabooker.ro/management/login and login with your phone number. (The website is specific for Romania so for internation phone numbers you should use your phone number with country prefix (e.g. +442072343456))

2) Go to https://novabooker.ro/management/business/single and register a business account.

3) Go to "AGENDÄ‚" -> Swipe left where the Dates are shown in the upper section (attached screenshot) -> Click on any hour from the calendar, and you will be redirect to a "Add Appointment" page.

4) If you scroll to bottom it will move the the tabbed nav just above itself even though it still renders it in the correct place. (You can see in the second screenshot that when the place where the address bar hides, it starts to move the "position: fixed" element upward.)

The website is in Romanian so I hope you will be able to figure it out.

This is specific only to Android so I am debugging on a remote device with chrome dev tools. On Windows/IOS I could not reproduce it.

As per comment #6, this issue is specific to Android. Hence marking the OS as Android and adding 'TE-NeedsTriageFromHYD' for further help in triaging the issue.

I found this issue to be related: https://stackoverflow.com/questions/51029297/element-position-and-render-position-become-desynced-on-mobile-chrome

Using the sample code, I could reproduce the problem after one minute of randomly scrolling. Perhaps this helps isolate the issue.
