as per reporter@, this is not a regression. It started since Chrome 57.
it seems more like a cookie issue instead of Enterprise policy bug.
reporter@, can you check this on your chrome browser?
chrome://policy
search PasswordManagerEnabled (please check checkbox "Show policies with no value set")
please attach screenshot
thanks

Could you please provide a chrome://net-export log of this happening? Instructions: https://dev.chromium.org/for-testers/providing-network-details

This may well be because a secure and insecure cookie sharing a name and having overlapping paths - we don't let insecure cookies mask or overwrite secure ones.

Closing due to lack of response. Feel free to file a new bug with the requested information if you're still having issues.

What server are you running, is there something else running that could intercept? we had similar issue and noticed that Nginx needed some additional tweaking.
