Regression : Unwanted movement of text caret is seen in omnibox after typing any query.

Issue description

Chrome Version : 69.0.3478.0 (Official Build) 702404e22860850411e4c280b3c5e13f8d1b2de2-refs/branch-heads/3478@{#1} 32/64 bit
OS : Windows (7, 8, 8.1, 10)

Precondition : Take a fresh profile.

What steps will reproduce the problem?
1. Launch chrome, open NTP and type any letter (ex. " Z ") in omnibox.
2. Observe the text caret in omnibox.

Actual Result : Unwanted movement of text caret is seen in omnibox after typing any query.

Expected Result : Unwanted text caret movement should not be seen in omnibox after typing any query.

This is a regression issue broken in ‘M-69’ and will soon update bisect info :

This is a regression issue broken in ‘M-69’ and below is the bisect info :
Good Build : 69.0.3476.0 (Revision : 5713610)
Bad Build : 69.0.3478.0 (Revision : 571787)

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

You are probably looking for a change made after 571540 (known good), but no later than 571550 (first known bad).

1. Issue is also reproducible in latest Canary #69.0.3479.0 
1. Able to reproduce this issue on Linux (14.04 LTS) OS with Canary build #69.0.3479.0
2. Issue is not observed in Mac (10.12.6, 10.13.1, 10.14, 10.13.6) OS
