Menu list doesn't auto reflect the current keyboard if switch using shortkeys

REPRO STEPS:
1.Switch to any keyboard, e.g. US.
2.Open Menu list.
3.Switch another using Ctrl + Shift +Space.

Actual result:
It's still US that is high-lighted.

Expected:
Menu list should auto reflect the current keyboard if switch using shortkeys

Still repro on the latest version: 69.0.3479.0,10840.0.0 kevin.
