Switching input tools by menu list have not correct behavior

Input tools version:
69.0.5.0

Steps:
1.Switch input tools by opening menu list in keyboard
2.Check its changed input tool

Actual:
Always change to last switching input tools
refers to attached video

Note:
If switch input tools by pressing shortcut key , this issue not repro
