Add a flag to stop on a particular StepRunner step. This can either be a number (e.g. --file-manager-stop-on-step=1) or a string (e.g. --file-manager-stop-on-step=checkForJavascriptErrors).

When this step is reached, stop and wait for a command to be entered in the console before continuing.
