Alt+tab between Full-Screen and non-full screen chrome windows fails.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Open two chrome windows.
2. Put on of them in full screen.
3. Alt+tab between them and notice that the full-screen window is missing.

What is the expected behavior?
The ability to alt+tab between any chrome window.

What went wrong?
The window goes missing and you can't switch to it.

Did this work before? Yes 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0
Flash Version: 

Attached a video showing this issue. If you're lucky, the full-screen window does show up in the app switcher, but afterwards it disappears. This issue doesn't happen when alt+tabbing between chrome and any other application.

Unable to reproduce the issue on Win-10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3475.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened two chrome windows.
2. Put one of them in full screen.
3. Alt+tab between them and noticed that the alt+tab happened successfully between two chrome windows.

reporter@ - Could you please check the issue on latest canary #69.0.3475.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

As per comment #3, could you please elaborate what does SOL mean and please check the issue on latest canary #69.0.3475.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

The latest canary #69.0.3480.0 can be downloaded from the below URL:

Ignore "SOL", that just means "S*** out of luck". I tried running the latest canary build the issue doesn't exist. 

On the stable release, I opened a guest profile and the issue occurs.
The canary build I tried is: 69.0.3481.0

Unable to reproduce the issue on Win-10 surface pro using chrome reported version #67.0.3396.99 and latest canary #69.0.3481.0.
Observed that alt+tab happened successfully between two full-Screen and non-full screen chrome windows. Hence, removing Needs-Bisect label and requesting someone from UI>Browser>FullScreen team to please have a look into the issue.
