Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Open two chrome windows. 2. Put on of them in full screen. 3. Alt+tab between them and notice that the full-screen window is missing. What is the expected behavior? The ability to alt+tab between any chrome window. What went wrong? The window goes missing and you can't switch to it. Did this work before? Yes Chrome version: 67.0.3396.99 Channel: stable OS Version: 10.0 Flash Version: Attached a video showing this issue. If you're lucky, the full-screen window does show up in the app switcher, but afterwards it disappears. This issue doesn't happen when alt+tabbing between chrome and any other application.

Ignore "SOL", that just means "S*** out of luck". I tried running the latest canary build the issue doesn't exist. On the stable release, I opened a guest profile and the issue occurs.
