Provide option to always display version information on login window/desktop (no Alt+V required)

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10798.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3464.0 Safari/537.36 Platform: 10798.0.0 (Official Build) dev-channel eve Steps to reproduce the problem: 1. Have thousands of Chromeboxes 2. Need to press Alt+V to display this information often, often with no keyboard attached. What is the expected behavior? It should be possible to have a device level policy which makes this information always display without requiring the keyboard combo which is unknown to many users and repetitive. What went wrong? This has been common in the Windows world for a very long time with BgInfo (https://docs.microsoft.com/en-us/sysinternals/downloads/bginfo). When having a ton of devices, this information is valuable to have at a quick glance, especially in environments where keyboards might not always be installed. For example, in a contact center environment there might be shared workstations but agents have their own peripherals which get put in their lockers when not working. Did this work before? No Chrome version: 69.0.3464.0 Channel: dev OS Version: 10798.0.0 Flash Version: It would be nice if this policy made the information display on the desktop when logged in as well, and perhaps display more information.

I'll hold onto this as a task for an upcoming noogler - no reason not to have a policy for this, esp. since we display it for non-stable channels.
