no toolbar in full screen

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.42 Safari/537.36

Steps to reproduce the problem:
1. open chrome on mac
2. enable chrome://flags/#enable-content-fullscreen and restart
3. enable  full screen

What is the expected behavior?
for the toolbar to be toggled

What went wrong?
neither using the keyboard shortcut not the View menu will enable the toolbar while chrome://flags/#enable-content-fullscreen is enabled

As per comment #0 we have tested this issue on reported chrome version 68.0.3440.42 and latest chrome stable 69.0.3479.0 using Mac 10.13.5 Attaching screen-cast for reference.
Steps:
--------
1. Launched chrome
2. Enabled the flag #enable-content- full screen
3. Relaunched the chrome
4. Using keyboard shortcut(Control+Command+F) or by using view menu, achieved full screen. Observed that we can see the toolbar


@Reporter: As we are unable to reproduce the issue from our end, request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists or no.

Hi, this issue happens with MacViews enabled. On 68.0.3440.42, I needed to enable #secondary-ui-md and #top-chrome-md. When in Full Screen Mode, when I hover my cursor at the top edge of the screen, there's no toolbar. Also there is no toolbar when "Always show toolbar in Full Screen" is enabled either.


I've reset my flags and it still happens.
68.0.3440.42 (Official Build) beta (64-bit)

Unable to reproduce the issue on reported chrome version #68.0.3440.42 on Mac 10.13.5 by following below steps.
1.Launched chrome.
2.Enabled flags - mac views, #enable-content- full screen,#secondary-ui-md and #top-chrome-md.
3. Relaunched the chrome
4. Using keyboard shortcut(Control+Command+F) or by using view menu, achieved full screen. Observed that we can see the toolbar.

Attached screen cast for reference. As the issue is not reproducible from TE-end. Hence, removing the Needs-bisect label and requesting someone from UI>browser>fullscreen to please have a look into the issue.

maybe .6 is the difference here ?
maybe apple changed something?

Over to Wei for macviews fullscreen issues.
final release of 10.13.6 come out yesterday.
today issue seems fixed.

i havent tried to change flags yet. but with the default settings it works again.

Always Show Toolbar in Fullscreen is unchecked
Browser is Fullscreen

Result:
The toolbar is hidden as expected. However:
The toolbar fails to appear when moving the cursor to the top of the screen. Command+L does not spawn the toolbar either. This traps the user in the current tab until he exits fullscreen or enables 'Always Show Toolbar in Fullscreen'.

When 'Always Show Toolbar in Fullscreen' is checked, the toolbar permanently appears as expected.
Follow up to my last comment.
Screenshot attached shows what happens when the cursor is at the top of the screen when 'Always Show Toolbar in Fullscreen' is unchecked.
