"http/tests/navigation/form-targets-cross-site-frame-get.html" is flaky.

When this test fails it's due to timeout. 

Important to note when it fails other tests also fail due to timeout (see screenshot attached), I observed that in more than one build.

It doesn't seem to be flaky anymore:

I also checked win7_chromium_rel_ng builder and I couldn't spot any recent failure for this exact test.
